This phenomenon is not just about the misuse of AI by terrorist groups, but also about the societal disruption and lack of accountability that has come with the rapid rollout of artificial intelligence. The modern anti-tech movement has a long lineage, with historical examples of backlash against technological change, such as the Luddite rebellion in the early 19th century. However, the speed and scale of AI's impact are unprecedented, leaving little time for people to build resilience or inoculate themselves from the changes. The AI industry's talking points about the technology's revolutionary potential also lend themselves to a radicalizing narrative that AI poses an existential threat and must be stopped at all costs. Tech CEOs are privately concerned with the threat of political violence, and spending on personal security has ballooned. The closing off of legitimate avenues to address public opposition to AI, as well as the feeling that the technology is being forced upon society, is creating a gap in accountability that can further incentivize terrorism and political violence. While major AI firms are hiring national security and intelligence experts to monitor threats, authorities risk conflating the nationwide protests and calls for increased regulation of AI with more fringe, anti-tech extremist views. Programs aimed at mass surveillance and attempts to silence nonviolent anti-AI movements will inevitably backfire, further pushing people to the violent fringes if they feel their legitimate grievances aren't being addressed.
